Job Summary

The Senior Learning & Development (L&D) Specialist serves as a strategic learning partner and lead contributor in the design, development, execution, and evaluation of enterprise learning and development programs that advance Border States’ business strategy, leadership capability, and learning culture. This role collaborates closely with the Manager, Learning Experience and business leaders to assess organizational needs, identify performance gaps, and design impactful learning solutions that drive measurable business results. Leveraging advanced expertise in adult learning, facilitation, and organizational development, this role leads complex learning initiatives from strategy through implementation and evaluation. The Senior L&D Specialist provides thought leadership, mentorship, and consultation across the organization, championing a culture of continuous learning. This role ensures learning solutions align with business priorities, build organizational capability, and reinforce Border States’ vision, mission, values, Credo, and Ownership Essentials while delivering a consistent, high-quality learner experience.

Responsibilities

Essential Functions

  • Serves as a trusted advisor to senior leaders, translating business priorities into enterprise learning strategies and influencing talent, leadership, and organizational decisions.
  • Translates business priorities, engagement insights, and organizational initiatives into scalable enterprise learning strategies and solutions that build long-term capability and drive business results.
  • Leads and owns enterprise learning portfolios and complex programs end-to-end, ensuring alignment to business strategy, scalability, and measurable impact across the organization.
  • Provides thought leadership on learning trends, research, and best practices to promote a culture of continuous learning across the enterprise.
  • Defines and delivers enterprise learning solutions and approaches across leadership development, professional skills, and learning technology initiatives using the 70/20/10 framework and leads facilitation of enterprise learning programs and high-impact learning experiences for leadership and key audiences, ensuring integrated learning journeys, consistent delivery standards, and alignment to business outcomes.
  • Ensures consistent, high-quality learner experience across all delivery platforms and offerings.
  • Provides strategic oversight of program execution, ensuring consistency, quality, and alignment across facilitators, vendors, and delivery channels.
  • Defines and applies evaluation frameworks and success metrics, leveraging quantitative and qualitative data to measure impact, improve learning solutions, and inform business decisions.
  • Leads innovation in learning strategies and delivery models, incorporating emerging technologies and best practices to enhance scalability and learner experience.
  • Mentors and develops team members and stakeholders, elevating overall facilitation capability and strengthening the organization’s ability to lead learning.
  • Models company values and Ownership Essentials in all actions and responsibilities.

Non-essential Functions

  • Supports special HR and cross-functional initiatives as assigned.
  • Provides guidance, assistance and/or recommendation for supervisors, managers and employees regarding recruiting, learning and development concerns as needed.

Qualifications

  • Minimum of a 4-year degree in business, education, psychology, organization development, human resource or equivalent experience required.
  • 7+ years of progressive L&D experience, including facilitation, instructional design, and program leadership.  
  • Demonstrated experience consulting with business leaders and delivering enterprise learning solutions.
  • Experience working with Learning Management Systems (LMS) and learning technologies.
  • Advanced facilitation and presentation skills with the ability to engage diverse audiences.
  • Strategic thinking combined with strong execution and project management capabilities.
  • Strong analytical, problem-solving, and decision-making skills.
  • Ability to influence and partner effectively at all levels of the organization.
  • Highly adaptable, creative, and able to manage multiple priorities in a fast-paced environment.
  • Strong attention to detail, organization, and ability to manage multiple projects simultaneously.
